Without any intention to start a new thread.
If anybody is interested, there are some such projects. One of them,
that personally impressed me, is TUNES (see http://www.tunes.org).
Also, they have in their site some 'Review' pages of related projects,
e.g. http://www.tunes.org/Review/OSes.html about OSes, and
http://www.tunes.org/Review/Languages.html about languages.
