1 I do not know the exact answer or a good pointer to it.
2 Since you looked everywhere but did not made any progress I hope that even the start 
points I have might help.
        2.1 Kernel sources. It has a Documentation dir you might want to start with.
        2.2 From http://www.linux.org.il/LDP/docs.html#guide I would look at:
                2.2.1 The Linux Kernel
                2.2.2 The Linux Kernel Hackers' Guide
                2.2.3 Get Acquainted with Linux Security and Optimization System 
        2.3 Do a web search for Linux + scheduler or other relevant words.
        2.4 Look for Unix + scheduler. I believe that the underline principals are 
            the same for Unix and Linux.
