fan on Laptop

I have a Laptop and Linux on it. I wondered wether the fan  of
a Laptop is controlled my the OS (and in particular Linux) ? 
If yes, is there a way to set it on manually (I have the feeling that
my Laptop is really getting quite hot sometimes !).
