As the manual page says - root priviliges are required if you want to
forward to a priviligded port (<1024), because it requires listening on
that privilidged port.

However - there is no problem with forwarding from a priviliged
port. i.e.:
ssh -L 11110:pop3_and_ssh_server:110 -f sleep 100
(just before checking pop3 mail on localhost:11110) - I believe something
similar was suggested in this list a couple of monthes ago.
