I believe there are not any other options:
1) ADSL is only experimental: either Bezeq offers that for your local MERAZIA
or not.
2) You are already aware of ISDN and Bezeq Hofshy-Hodshy plan.
3) Next option I can think of is Frame Relay. But I would not consider that an
option: about 1350 NIS per month for 64Kb/sec.
