this thing is covered by the instructions in hebrew kde2:
besides what you did u need to choose the unicode encoding
(10646-1),
and choose fonts with this encoding (misc-fixed or clearyu)
u better add hebrew fonts - truetype and others
e.g. tahoma fonts, elmar fonts.
