Well, Usually IBM used to do its localization using a group (a company it owned) called Softel, which was set in Jerusalem. When IGSI was established IBM incorporated Softel into IGSI. It may have taken some of the localization development and moved it into IBM Haifa. The people in tel aviv are not actually supervising the development.
