Environment variables and URLs, OK, but everybody in Israel is used to calling his files names in his/her mother's tongue. Maybe you can leave off Hebrew in terminals (How do Hebrew file names look like in a DOS window? I don't use Windows, so I don't know), but certainly not in anything GUI which presents filenames (Konqueror as a file explorer, the desktop, the Open/Save dialog box, and so on).
