Are you using Latex with Debian testing/unstable?
If yes, does it work as expected?
The thing is that testing got a newer versions of tetex-{base,extra,doc}
, but not tetex-bin.
It looks like the heblatex stuff from CTAN has been merged into
Debian's tetex.
