On Linux, just do
tar -Ixvf file.tar.bz2 [1]
or
bzcat file.tar.bz2 | tar xvf -
On Windows (seeing that you're trying to compile cygwin), if Winzip doesn't
recognize this format, try to download a .tar.gz file instead - Winzip
will surely recognize it.
[1] If I remember correctly, newer GNU tar switched to -j instead of -I
