Was specifically involved with work on this subject on Irix and True Unix (Digital Unix on Alpha) -- no such thing like decaying nice on these systems. 2. There are Irix specifically tools like npri or schedctl (from within a process)- but they need to be specifically activated by root. In Linux (and Irix) sched_setscheduler can be used to affect the policy-- but still only specificaly activated by root or a process with uid equal to the uid of the process affected.
