this proccess is for power saving properties.
its an option the kernel is compiled with - in general setup -> advanced 
power management -> make cpu calls when idle (CONFIG_APM_CPU_IDLE)
doesnt harm .. u can read in the kernel help about it or recompile the 
kernel with this turned off :)
