Umm, regarding Video Capturing card - there are tons - most of them who uses 
BT848/BT878/BT868 chipset are supported on Linux without any problem...

As for compression on cards - I only know 1 manufacturer: Matrox and I think 
they uses Zoran chip to compress to Motion JPEG (mjpeg)... - it's supported 
under Linux.
