The "official" stable licq hasn't been working for many months now, because
it uses ICQ's older protocol that apparently ICQ are messing with
intentionally (to phase out old, full-of-security-holes client software?
to eradicate competing clients that don't show their ads?)

Anyway, if you get the "latest" or "cvs" version from licq.org it will work
well for you. Redhat 7.3 already includes such a working version of licq
(they call it release "0.cvs20020416.1"), that (together with Qt 3, also
included in Redhat 7.3) supports Hebrew very well.
