The "official" stable licq hasn't been working for many months now, because it uses ICQ's older protocol that apparently ICQ are messing with intentionally (to phase out old, full-of-security-holes client software? to eradicate competing clients that don't show their ads?) Anyway, if you get the "latest" or "cvs" version from licq.org it will work well for you.
