All I know that I hear much critisism agaist php-nuke (security issues, 
bloat?), but I can't see any local alternative. 

BTW: try browsing http://www.penguin.org.il/ or http://www.whatsup.org.il/ 
with lynx (to avoid the browser rendering time and images load time, and 
focus only on php running time).

I tried to consider translating other PHP-based systems. If the system is
well-built, you don't need much work in the bidi department:

assuming that it uses getext, you add a new translation (hebrew). Now you
add to eac <body> tag _('dir=ltr') and replace any 'align=left' with
_('align=left') and ditto for 'align=right'

Now, in the Hebrew translation you translate 'dir=ltr' to 'dir=rtl' ,
'align=left' to 'align=right', and 'align=right' to 'align=left'. You
don't need to touch any other translation.

This is an abuse of gettext, but it seems like the fastest way.

The whole step aboveee shouldn't take much.

And then you are left with translating the strings, which takes much
longer, but is managable (in the worst-case, you have a hybrid English
Hebrew site in the beginning)
