syslogd telling you that 20 minutes have passed and nothing
interesting occured. That way, if there's no activity for two hours
and then the kernel crashes, you'd know up to a 20 minutes resolution
when it happened.
Look at the syslog configuration files to remove it, or more likely,
at your distribution's startup scripts.
