Personally I like to have a CD I can take to a friend's house and
install a "complete" system from, without going on the net (because
they may, or probably, don't have a connection, not to mention a
fast one).  This is one reason I have not tried Debian yet.

Back to Gentoo.  Because of all the talk about it here, I decided to
play with it myself.  For example, in Gentoo you can type 'emerge -f
<package>' and it will (f)etch (download) the package and necessary
dependencies.  Later you can (compile and) install then when you're
off the net.  In fact, (I think) you can then burn the local, now
populated, package directory to a CD and mount and use it for other
installs.

Now, I know almost nothing about Debian, but I would expect apt to
have similar functionality.  Anyone?...
