This is incorrect. TR9 says that the paragraph direction may be set by a higher level protocol. That higher level protocol may be a button setting the paragraph direction. If there is no higher level protocol, then the direction is determined according to the first strong character in the pragraph. Thus there is no contradiction in requesting that qt3 applications add a paragraph direction button.
