Actually all computer parts operate at 12v and 5v. Those are the voltages that power supply emits. There is no way you can be electrocuted, but rather you'll feel gentle tickling senstaions :-)
As for the laser, it can only harm you if you are looking strait at the eye when it's working (i mean really working, not just connected to live current). As for CD-R, do yourself a favor, buy a new one. There are very cheap and good ones today on the market and to repair this one will cost you more then buy a new one.
