It's nice to see that a board member isn't trigger-happy to wield his power,
but the truth (I think, I am not a lawyer, nor am I a banana) is that the board
has the power (and authority) to make whatever decisions they wish as long
as it doesn't contradict decisions passed by the assembly, or what is written
in the takanon. 

So if the takanon calls the Amuta "free software and open source", the vaad
can't change that on its own. But unless there was ever a decision of the
assembly otherwise or the takanon mentions it, the vaad can change the logo,
the appearance of the website, or whatever, at a whim. If the new logo
contradicts the purpose of the amuta (e.g., it looks too much like Microsoft's
logo) the comptrollers can shout and call an assembly.

The 5 people on the vaad were voted to actually do things, and not hide
behind "we can't decide anything, the assembly has to decide it". Most
Amutot have only 1-2 assemblies a year (it may be easier with electronic
votes, but I am not sure the registrar will ok that), and the vaad needs
to make day-to-day decisions like how the web site will look.
