Well, that really depends on which distribution and locale and DE. GNOME-2
shouldn't have problems like GNOME-1, but from my experience in Red Hat - they
set the default locale to UTF-8 so you get hebrew anyway (and if you use
autoconf/automake tools - you really want to set the locale to C or at least
the LANG - or else you'll get lots of bizzare compilation errors)..

As for classic term apps like xterm - setting locale or LANG alone should do
the trick IMHO..
