 In general it is only partially {readable,useable}. I don't have
problems with the very few CD media that I use from time to time.
Further more, when I actually try to use it, as opposed to dd it to
/dev/null, this particular CD media is sometimes one of
 1. readable
 2. readable to a useable extent
 3. partially readable as to not being useable
depending on the boot parameters it is given. I get many error messages
with regard to cloop being unable to uncompress sectors, partial reads
and so on.

Yes. Since you don't have problems with other media, it's most definitely a media failure, a scratched or dirty surface.
