Actually what I mean is not a user space program that handles the ARP table changes it self - I meant to ask if there is a way of getting notification from Linux ARP table in the kernel.
man 7 rtnetlink:
"Rtnetlink allows the kernel's routing tables to be read and altered. It is used within the kernel to communicate between various subsystems"
