I believe the Israeli mirror is already one day behind, at least as far as testing is concerned, although this might be due to the problems the mirror is experiencing. As for mirroring from another source, I believe that debian uses round Robin DNS for some servers, and there fore it is not as straight forward to pick up another mirror as it sounds. But this is only partial information and I don't know if, and how, it is applicable for the case at hand.
