You need to set the encoding to something that supports Hebrew. 
LC_CTYPE=he_IL is fine. So is (with sufficiently late versions) 
en_US.UTF-8. Pay attention to case and hyphens, however. en_US.utf8, for 
example, will not work. Nor will en_US.utf-8.
