I had the same problem on my kpilot just about forever. Then (around earlier 
this week), I saw it suddenly being fixed when doing the routine apt-get 
upgrade.
I am using the KDE CVS version (deb version: kpilot 3.2.0-0+cvs200) so I don't 
know if there's a standard way to upgrade it on Mandrake. But you can always 
compile kpilot from sources.

This new version solved all my encoding problems in korganizer and in 
kaddressbook, and you can select the encoding kpilot uses to suit your needs.
