There are at least two simialr papers. One by IDA (for the EU) which is
less interesting in parts:

based on work by Erisa (couple of workshops, e-mail interviews and
interent research). 

Another one is by the Danish board of technology which was released in
English recently:

They all cover OSS deployment strategies mostly from a very neutral
point of view.
