There are at least two simialr papers. Another one is by the Danish board of technology which was released in English recently: http://www.whatsup.org.il/modules.php?op=modload&name=News&file=article&sid=2135&mode=flat&order=0&thold=0 They all cover OSS deployment strategies mostly from a very neutral point of view.
