No it's not. It's 731797504 bytes, which are 698MiB, less than the
maximum of 700MiB which is the maximum of modern burners/media. Are
you sure you used 700MB media?
Note that I did not try burning mandrake 9.2, but I did burn other
iso images which were almost 700MiB (e.g. latest knoppix is
733929472 bytes = 699.93 MiB).
For one place which explains the "MB vs MiB" issue, look at
<http://physics.nist.gov/cuu/Units/binary.html>. I recall finding in
google a better page, but I can't find it now.

I burned this said knoppix on an HP CD-Writer+ 9600, which I think
isn't much newer than yours (but don't know for sure). It's SCSI,
top speed x8. Quite old.
