While logged in as root, start gdmconfig, it should give you an option to allow configuration from the login screen and many other options.
Since I am not using Red-Hat I can not test it but I remember I tried it on a red-hat machine.
However this configurator lets you config about 50% of the actual configuration parameters of gdm the rest is configurable from /etc/gdm/gdm.conf
