1) tzedit is part of NT 4.0 or Windows 98 Resource Kit and is there for
ages:


My mistake. I mistyped "resource kit" as "platform SDK" by mistake. TZEdit is NOT part of the later.

2) timezone.exe does a better job and is available as free download:

Why is it more creative? The guy uses an INF instead of a REG file, and has a script. Otherwise, it's precisely the same solution.
