Well, it's a matter of DNS administration.
If "blank.com" is not registered on your name then you'll have to ask the admin of
blank.com domain to update the A record of www.blank.com to your new IP address.
If "blank.com" is your domain and you want to move it entirely to a new IP address,
including its primary DNS server, then you'll have to ask the admins of the parent
domain (.com in this case) to update the SOA and NS records of blank.com.
You can also leave www.blank.com in place and put there an HTTP redirect to the
new page, but that would slow down the first access and show peopel a different URL
than the one they asked.
