It does not look as tree for me... Anyway two years ago I wrote a tree based system working fully in hebrew You can see the system working in: http://www.tmt.org.il http://www.sailing-union.org.il
The system is written in PHP and uses MySQL database. If anyone interested in the source (It is GPL) just drop me a note.
