Not sure how much it will help in your case.
but if you have root access to the blocking ssh-server machine, i
would have tried looking at the logs there, stracing the sshd, etc.
It seems to me more like a server problem, rather than a client.
Anyway,
just to make sure it's not a client probloem, I suggest you try one of
the following:
1.
~ > mv ~/.ssh{,.backup}
2. Use a different user.
