When I went to kernel 2.6.8 on my FC2 laptop I had to use the two changes recommended in that link to get any tcp connection at all. Using the original 2.6.5 kernel I had no problems. After switching to the newer kernel, UDP traffic continued to flow. i.e. DNS worked, and my vpn connection using openvpn in udp mode continued to work fine. But no tcp whatever. With those /proc entries added, everything is back to normal.
