Most likely the claim is restricted to BASIC-derived languages because
the inventors found out too late that some Lisps (Franz, IIRC) have
had a NEQ operator [equivalent to (NOT (EQ ARG1 ARG2))] for longer
than anyone can remember...

My guess is that the kernel is safe from this particular angle even
if you manage to find code like

          &x != &y

there.
