Wow this has been a nagging question for me both with apt-get and ipkg. My solution was alway to remove the offending package and then install the new one removing all such conflicts until the new package would install.
I never realized you could do a force with dpkg and specifiy the exact directory/file. It is as Tzafrir noted a bit dangerous but I learned a few new tricks.
