I am experiencing that exact problem lately, and I am a bezeqint user too. My explanation: bezeqint's darn transparent proxies suck. I think there's a load balancing between them, and one of the proxies is just dead. so when you hit it, you go nowhere. when you reload, you hit a different proxy, and you're fine. That could also explain why this happens only on WWW traffic, and no other traffic (p2p, irc, etc) - well - because those are not proxied. That is a pure assumption; I cannot verify this without access to their routing equipment, and trying to tell their support about failing servers on the farm, from experience, will yeild something: "maybe there's a problem with your OS" - "but it's happening on my 4 computers" - "maybe it's your modem" - "but it happens to anyone I know in my area subscribed to you" - "so you all have a problem with your modems..." .... you get the idea.
