No, this is not the latest kernel. Not even the latest from Debian.

 apt-get install kernel-image-2.4.27-2-386

Or better:
apt-get install kernel-image-2.4.27-2-686




Or better yet:
apt-get install kernel-image-2.4-686

and get notified whenever a new kernel comes out.
