Paraphrasing Michaelangelo, I think that we are having a novel Free
Software product trying to break free out of our ossified collective grey
cells goo.

The product will be installed together with list management software.
The list managing software will forward E-mail from nonsubscribers to an
user defined by the product.  The product will send (each moderator will
receive at most one E-mail mesage a day) a reminder E-mail to a moderator
if there is E-mail waiting to be moderated.  The moderator will point his
Web browser at an URL provided by the product, and moderate all pending
E-mail messages.

If no moderator acts within an hour after sending the first nag E-mail,
another nag E-mail will be sent to the next moderator in the list (round
robin).

Benefits:
1. A sick moderator would delay the moderating process by at most one
extra hour.
2. A moderator will be nagged only if there is pending E-mail and even
then only if his turn came up.
3. If a moderator checks each hour on his initiative, no nag E-mail
messages will be created.
4. Moderating burden is (more or less) fairly shared by all
active moderators.
