I guess you refer to the xterm maintainer, Thomas E. Dickey.
Rebert Brady doesn't seem to be accessible - the pointers e.g. in
the IGLU faq are stale. The last things from him in e.g. mailing lists
are from a few years ago.

No. uxterm is a simple script that runs xterm with utf-8 support. It
doesn't have bidi.
