How about upgrading first to the latest KDE and KDevelop? (KDE now is 3.4.2 and KDevelop is now at version 3.2.2).
Unfortunately, I had learn in the hard-way that Redhat's own packaging of KDE leaves a lot to be desired, so I would suggest using APT and upgrade to the latest packages from this URL: http://kde-redhat.sourceforge.net/ - then see if problem resists.
