Ok. I just re-read your email and I think I missed something: you've 
setup the umask in vsftpd, and then created a folder (using FTP 
commands). then you change the umask again but the permissions on the 
created folder have not changed ? 

This sounds like a perfectly working system. Please remember that umask 
controls what are the permissions for new files and folders. It does 
not change the permissions of current files and folders. for that you'd 
need chmod (either from the console or using the FTP CHMOD command).
