I don't know of a modern distro which *doesn't* support Hebrew.
In the case of Ubuntu- there is a testing version of "heb ubuntu"
which gives Hebrew "out of the box". It is also very simple to setup
a "regular" Ubuntu for Hebrew (use GUI to setup keyboard, make sure
that the locale is Hebrew Unicode and your done).
