AFAIK win98 requires drivers for anything USB. 98 includes only basic
support for usb hubs and anything else (even usb storage) requires
drivers.

modern distros offer support for alsa software mixing (dmix), so you
don't need to worry about sound server latencies.
Also, another advantage for USB headsets, is that they are usually
cheaper then a soundcard and headset combo, and if you already have a
soundcard (like most computer sold after 1998 have), then you can fix
up your system to use the main soundcard for music and sound
notification stuff, and the headset for VOIP chatting only - which is
really cool.
