Just to be a nudnik...
It's not really a part of KDE, exactly like k3b is not part of KDE and amarok 
is not part of KDE... BTW, I tried it a few months a months ago, and it did 
not work for me. But OTOH, even beagle did not work for me. 

I may be lame... nothing to do with kat... :)
