I am looking for a SAP alternative, i.e., you have:
- database.

- server that contains:
forms, reports, procedures to contact database, 
print servers, centralized business logic, etc...

- client that downloads dynamically the forms.
  client need to be able to run on windows in some manner.

I am trying http://www.gnuenterprise.org but from first trials
it seems it is just not there yet (although very promising).

Of course, i can always make it a web application but thats
not what i am looking for unless there is some web application
that can create forms from the application (instead of me writing
html code). 
Currently, my default fallback is Ruby on Rails but although it saves
a lot of time messing with the Models (relations), it is still not a 
complete form designer replacement since i have to design 
the Views (html) myself.

Openoffice base, i understand is only client based and it is pretty
limitted, slow and huge install. Not really compete with SAP and
friends. Plus, you cannot chase installs all day on all clients 
when you add features. Not to mention the business logic is
insecure/unstable on client side.
