If you have control over the hardware in your server then how about installing things like http://www.idquantique.com/products/quantis.htm ? I found this just before I intended to suggest just putting some radio/TV PCI card to capture static (e.g. http://www.radioandtelly.co.uk/onyourpc.html was the first Google search result I got). I suspect you need to actually start an ordering process in order to get a price quote from them. Would be curious to hear the price, though.
In theory, by the by, disk access can ALSO be controlled to a degree (less than network, but still)... So - whence entropy? Shall we now start adding external devices via RS232 (some kind of multi-cascade motion detector ;-)...
And take the risk that the server next doo in the hosting farm can install a radio-sensitive serial-cable reader to read your serial traffic (sounds impossible?
