That depends upon the machine. I have a very good internet connection, it's
almost my only contact with "the outside world". The machine in question
does not have an ethernet connection at all, it has to be installed with a
CD and then a WiFi card.
Downloading 14 CDs seems excessive. Is that the source code too?

The first CD contains almost everything you will need. It will certainly contain everything you will need to get your computer connected to the internet.

The preferred way to download a Debian ISO is to use a program called "jigdo", which assembles the ISO on your computer using the usual packages taken from the usual mirrors. That's the reason you did not find ISOs so readily available.
