Why not just to contact the police?

SkypeOUT is originated from VoIP but somewhere its going over
traditional phone lines, specially when its entering the country via
one of the international carriers.

technically it is possible for any carrier to trace back the
origination of the call and eventually it will (or should) traced back
to the Skype user.
(btw, i don't think its skype, there are no auto-dialer's for Skype as
far as i know.
Asterisk has become the main phone abuse tool today, and it does not
support Skype)

IMHO, just replace your phone number and put an answering machine on
the other line... so his SkypeOUT will run out of credit (2.5c to
Israel per call i think).


Btw,
IM Messages are routed via the IM servers, so not way to find the IP,
just block the bastard user.
