If in doubt, I always err on the side of politeness. Email the
maintainer, tell him what you'd like to do, ask if he's still
interested in maintaining the code, etc. If he answers, great. If he
doesn't answer, do whatever works for you.

Hi Maxim, Muli,
This has been my experience also, specifically with a project called pushsite. The author never responded to my emails, so I did what I wanted to do. I rather doubt that anyone will care, unless your idea is really good and has the potential to revive the project, and then you're home free in any event.
